There doesn't even have to be a power outage. The public chargers require regular service and are often unavailable. The public infrastructure is not reliable except for a handful of cities in the world. You charge at home on a schedule and ration your miles or use your electric as a second car and have a gas when you need it. Or get a plug in electric gas hybrid.
