Believe it or not, there is actually a genesis of this type of thought. Back in the 90s and early-2000s there were many documentaries and news articles that painted Russia as some sort of neo-nazi haven (i.e. when those neo-nazis beheaded that guy). On top of that, they'd see blonde hair blue eyed people from russia on tv. That's pretty much it. No one did research beyond that, so they just assumed it was some all-white wonderland.

funny i just mentioned Tesak I doubt Tesak was involved in this video. for one thing, its not really his style. he always took credit for his activities and was more involved in face to face activism, not kidnappings and beheadings. i believe the russian authorities wanted Tesak dead for a very long time, so inventing all kinds of bullshit about him was necessary to build the fake case about him in order to isolate him and murder him in a labor camp, which is what they did to him.
