MARAJ, Lebanon — For 25 years, Ali al-Jarrah managed to live on both sides of the bitterest divide running through this region. To friends and neighbors, he was an earnest supporter of the Palestinian cause, an affable, white-haired family man who worked as an administrator at a nearby school.

To Israel, he appears to have been a valued spy, sending reports and taking clandestine photographs of Palestinian groups and Hezbollah since 1983.

Now he sits in a Lebanese prison cell, accused by the authorities of betraying his country to an enemy state. Months after his arrest, his friends and former colleagues are still in shock over the extent of his deceptions: the carefully disguised trips abroad, the unexplained cash, the secret second wife.

Lebanese investigators say he has confessed to a career of espionage spectacular in its scope and longevity, a real-life John le Carré novel. Many intelligence agents are said to operate in the civil chaos of Lebanon, but Mr. Jarrah’s arrest has shed a rare light onto a world of spying and subversion that usually persists in secret.

From his home in this Bekaa Valley village, Mr. Jarrah, 50, traveled often to Syria and to south Lebanon, where he photographed roads and convoys that might have been used to transport weapons to Hezbollah, the Shiite militant group, investigators say. He spoke with his handlers by satellite phone, receiving “dead drops” of money, cameras and listening devices. Occasionally, on the pretext of a business trip, he traveled to Belgium and Italy, received an Israeli passport, and flew to Israel, where he was debriefed at length, investigators say.

He was finally arrested last July by Hezbollah, which now has perhaps the most powerful intelligence apparatus in this country. It handed him to the Lebanese military — along with his brother Yusuf, who is accused of helping him spy — and he awaits trial by a military court.

It is not the family’s first brush with notoriety. One of Mr. Jarrah’s cousins, Ziad al-Jarrah, was among the 19 hijackers who carried out the terrorist attacks of Sept. 11, 2001, though the men were 20 years apart in age and do not appear to have known each other well.

Many maintained his innocence. But Raja Mosleh, the Palestinian doctor who was his partner for years in a school and health clinic near here, did not.

“I never suspected him before,” Dr. Mosleh said. “But now, after linking all the incidents together, I feel he’s 100 percent guilty.”

“He used to talk about the Palestinian cause all the time, how he supported the cause, he supported the people, he liked everybody — this son of a dog,” Dr. Mosleh added, his voice thick with contempt.

Mr. Jarrah has said he was recruited in 1983 — a year after Israel began a major invasion of Lebanon — by Israeli officers who had imprisoned him, according to investigators. He was offered regular payments in exchange for information about Palestinian militants and Syrian troop movements, they said.

After Israel withdrew from Lebanon in 2000, thousands of Lebanese from the occupied zone in the south were tried and sentenced — mostly to light prison terms — for collaborating with Israel.

"Odigo, the instant messaging service, says that two of its workers received messages two hours before the Twin Towers attack on September 11 predicting the attack would happen, and the company has been cooperating with Israeli and American law enforcement, including the FBI, in trying to find the original sender of the message predicting the attack.

Micha Macover, CEO of the company, said the two workers received the messages and immediately after the terror attack informed the company's management, which immediately contacted the Israeli security services, which brought in the FBI.

"I have no idea why the message was sent to these two workers, who don't know the sender. It may just have been someone who was joking and turned out they accidentally got it right. And I don't know if our information was useful in any of the arrests the FBI has made," said Macover. Odigo is a U.S.-based company whose headquarters are in New York, with offices in Herzliya.

As an instant messaging service, Odigo users are not limited to sending messages only to people on their "buddy" list, as is the case with ICQ, the other well-known Israeli instant messaging application.

Odigo usually zealously protects the privacy of its registered users, said Macover, but in this case the company took the initiative to provide the law enforcement services with the originating Internet Presence address of the message, so the FBI could track down the Internet Service Provider, and the actual sender of the original message."

Kroll’s business, launched in 1972 as J. Kroll Associates, eventually became Kroll, Inc., the world’s preëminent detective agency, with three thousand employees, countless subcontractors, and offices in sixty cities in more than thirty-five countries.

According to the history professor who introduced Kroll that day, Kroll, Inc., specializes in “pursuing crime, particularly financial crime, across international borders.”

A student from Germany asked how Kroll had the authority to conduct investigations. Wasn’t that role reserved for the police?

“No” was the short answer. Kroll needed a license to operate, that was all. Kroll then told a story about an American telecommunications company that was being extorted by Turkish hackers in Germany. The F.B.I. was not ready to get involved, so the company brought in Kroll. Kroll sent an operative into the hackers’ midst, quickly gathering enough evidence to interest the F.B.I. “This is how I make my living,” Kroll said. “The F.B.I. is busy.”

Actually, that’s not how Kroll has made his living, or, at least, not most of it. Breaking up extortion rings, nailing dictators—that’s the Marvel Comics version of Jules Kroll’s career. Kroll really made his living, and his name, on Wall Street. He owed his success not to Spider-Man but to Goldman Sachs and Skadden Arps and a long list of corporations, law firms, investment banks, management consultants, hedge funds, and brokerage houses.

Kroll is widely credited with having created an industry where there was none. Call it corporate intelligence. There were, of course, plenty of detective agencies and security companies around when he started, but successful private investigators in the United States—Pinkerton, Wackenhut—have tended to expand into guard and alarm operations. Kroll took his business in another direction: upward, into finance and strategic planning. He offered an ever-widening range of services—forensic accounting, crisis management, competitor analysis—tooled for a globalized business world, in which industrial espionage, counterfeiting, computer fraud, identity fraud, and sophisticated financial crimes have flourished.

In 2004, Kroll sold his company to Marsh & McLennan, an insurance conglomerate, for nearly two billion dollars in cash. Kroll, already a wealthy man, pocketed around a hundred and seventeen million dollars (his ownership stake, once a hundred per cent, was diluted after he took the company public, in 1997), and he stayed on to run Kroll, Inc., as a Marsh subsidiary.

Kroll sometimes trumps the local police. This happened in London, after an Italian banker named Roberto Calvi was found hanged under Blackfriars Bridge, in 1982. The death was initially ruled a suicide, but Calvi’s family was not satisfied. Calvi, who was known as God’s banker, because of his close ties to the Vatican, had had many powerful enemies, not least the Italian Mafia. The suicide ruling was later set aside. In 1991, the Calvi family hired Kroll. Among other things, the firm’s investigators reassembled the scaffolding from which Calvi’s body had been found suspended; had a man the same size and weight, dressed in an identical suit and loafers, climb by the only possible route; and then examined his shoes under a microscope. They had traces of paint and rust from the scaffolding on the soles; the ones Calvi was wearing did not.

Kroll concluded that Calvi had been murdered.

Kroll’s report elicited headlines in the British tabloids. The City of London police initially dismissed the report as amateurish, but Calvi’s death was ultimately reclassified as a homicide. (In 2005, five people, several with ties to the Mafia, were charged in Rome with the killing. In 2007, they were acquitted.)

Kroll has hired two former New York City police commissioners: Robert McGuire, in 1989; and William Bratton, in 2000. McGuire was instrumental in landing a major contract to redesign the security system of the World Trade Center after the 1993 terrorist bombing. He also helped Kroll get named the monitor of a federal plan to force the Gambino crime family out of the trucking business in the garment district. A series of similar jobs—monitoring cleanups of the Los Angeles police and the Detroit police—came Kroll’s way. They were a steadier income source than investigations.

With its international intelligence networks and their sometimes unnerving abilities, Kroll began to be described as “a private C.I.A.” This was unhelpful. Garrett—who was the C.I.A.’s station chief in Cairo before he joined Kroll—told me, “We can’t work in certain parts of the world if people believe we’re C.I.A. We just can’t.”

Garrett explained the disparity between what Kroll could do and what the C.I.A. could in a place like Sudan. “They have to rely on public and covert sources,” he said. “But we can go straight to Salah Idris. He’s our client, after all. We can go straight to his friends. We can be manipulated, of course, shown incomplete information, and sometimes we have to walk away from a case if we don’t trust somebody. But we definitely have some advantages.”

The terrorist attacks of September 11th generated a grim surge in business for Kroll, as corporations rushed to improve their security plans.

Adam Gadahn, the first American to be charged with treason in more than fifty years, was born in Oregon, grew up in rural California, and converted to Islam at the age of seventeen. He is now twenty-eight. No one who knew him before his religious awakening ever thought that he would join Al Qaeda, and many people who knew him after he did are still perplexed. And yet, in a short time, Gadahn has become one of Osama bin Laden’s senior operatives. (He is believed to be hiding in the North Waziristan region of Pakistan.) Last year, shortly before the fifth anniversary of September 11th, Al Qaeda’s leadership featured Gadahn in a video titled “An Invitation to Islam.”

Like Adam, Phil Gadahn had taken on a new name and identity as a young man. He was born Philip Pearlman, the son of a prosperous Jewish physician and his Protestant wife, in Santa Ana. In the nineteen-sixties, while studying at the University of California at Irvine, Phil was a prominent figure in the local countercultural movement.

Sometimes Adam would visit his paternal grandparents, Carl and Agnes Pearlman, in Santa Ana, where he would swim with neighborhood children and family friends. Carl Pearlman was a respected urologist, a patron of the arts, and a board member of the Anti-Defamation League.

Marvin P. Bush, the youngest brother of George W. Bush and a director of Stratesec, was reelected annually to his directorship there, near the Saudi Arabian Airlines offices. In 2002, the companies moved their shareholders meetings to the Watergate's Suite 500, held by the Kuwaiti embassy.

Stratesec and Aviation General shared top executives, including Wirt D. Walker III, a distant relative "in the Walker branch of the Bush family," according to a former colleague, and Mishal Yousef Saud Al Sabah of the Kuwaiti ruling family. Walker and Al Sabah also headed KuwAm, the backer of Stratesec and Aviation General.

Mishal Al Sabah, son of the former Emir of Kuwait and ex-son-in-law of the current Emir, also served on the boards of both KuwAm and Stratesec and sometimes as chairman of KuwAm. Walker and Al Sabah were major shareholders in both companies. According to interviews Walker has given, their close relationship began when Al Sabah came to America at age 15. When Al Sabah turned 21, he invested in Walker's companies, including KuwAm, where another Al Sabah relative also served on the board.

Marvin Bush was reelected to the Stratesec board of directors annually from 1993 through 1999. His last reelection was on May 25, 1999, for July 1999 to June 2000.

When Securacom went public on September 11, 1997, its prospectus for the Initial Public Offering prominently featured photographs of its clients the World Trade Center and Dulles airport, with a client list that included United Airlines and Los Alamos National Laboratories.

One of Stratesec's biggest security contracts was with the Metropolitan Washington Airport Authority, to provide electronic security for Dulles and Reagan airports. The company got its first preventive-maintenance contract with Dulles airport in 1995 and received about $6.3 million in revenue from the Dulles project between 1995 and 1998.

Stratesec did not handle passenger screening at Dulles, where one of the 9/11 jets was hijacked. According to Dave Swennes, a contracting official for the Metropolitan Washington Airport Authority, its three-year contract was for maintenance of security systems. The company maintained the airfield access system, the closed circuit television system and electronic badging.

Given the security sensitivities of Dulles airport, there are ironies in having some of its electronic security handled by a company with Middle East ties. After completing its three-year contract with Dulles, the company bid on a new contract but lost out in spite of being the lowest bidder.

TIES TO THE TWIN TOWERS—Securacom, beginning with its previous incarnation, Stratesec, unlike many other security firms, did not separate security consulting from providing security services. As a single-source provider of end-to-end security services, it offered everything from a diagnosis of existing systems, to hiring subcontractors, and to installing video and electronic equipment. It also offered armored vehicles and security guards.

The company emphasized continuing relationships with a few big long-term clients, including the World Trade Center, home to the Twin Towers. According to SEC filings, the World Trade Center and the Metropolitan Washington Airports Authority, were two of the company's three biggest clients in 1996 and 1997.

After the first attack on the World Trade Center, in 1993, the Port Authority of New York and New Jersey began a multimillion-dollar, multiyear revamping of security in and around the Twin Towers. As Burns and Roe Securacom, the company had previously done security studies on the World Trade Center. Securacom was hired along with many other contractors for the upgrade and was praised in security industry publications, although the board membership of former President Bush's son Marvin went unnoticed.

NO COMMENT—Marvin Bush had joined Securacom's board of directors in 1993, part of a new management team hired when Securacom separated from Burns and Roe, and he remained on the board through 1999.

Securacom got the $8.3 million World Trade Center security contract in October 1996 and received about $9.2 million from the WTC job from 1996 (a quarter of its revenues that year) to 1998. But in 1998, the company was "excused from the project" because it could not fulfill the work, according to former manager Al Weinstein, and the electronic security work at the WTC was taken over by EJ Electric, a larger contractor.

ENLARGING MARVIN—Among his other business interests, Marvin Bush also served on the board of directors of HCC Insurance (formerly Houston Casualty Company), one of the main insurance carriers for the World Trade Center. Thus Bush, paradoxically, was connected to two companies with a significant interest in security at the trade center. In spring 1999, Bush was simultaneously a nominee for the boards of both Stratesec and HCC Insurance.

Bush left Stratesec after 1999 but currently remains an adviser to HCC Insurance. HCC lost $29 million at 9/11, largely from World Trade Center property losses, medical payouts in New York City, and workers' compensation reinsurance losses.

Several media reports stated that UMS was an Israeli intelligence front company and an FBI search team leader characterized UMS as “a possible fraudulent operation with little evidence of a legitimate business operation.” UMS coincidently grew quite a bit in the several months before 9/11, and had several other potential connections to the September 11th attacks, with its owner, Dominik Suter, abandoning the business he recently expanded and fleeing back to Israel on Sept. 14, 2001.

A media report stated that at least two DIs were Mossad operatives, and the FBI investigation shows that at least two, and probably three DIs, were associated with Israeli intelligence and/or were the subject of previous US intelligence investigations. The DIs’ affiliation with Israeli intelligence is heavily redacted and no reasonable explanation has ever been provided as to why Israeli intelligence agents were working for a New Jersey moving company in the run-up to 9/11.

The FBI and other US intelligence agencies opened up an investigation in April 2002 to determine if there was a nexus between the DIs and the so called “Israeli Art Students”, who also seemed to be in the US for nefarious reasons, and which was still on-going as of July 2003. The DIs lived among the Paterson, NJ hijacker cell and the largest concentration of Israeli Art Students just happened to live among the highest concentration of alleged hijacker cells in Southeast Florida.

There were several other Israeli related moving companies in the Hudson/Bergen County area, one of which (Classic International Movers) was under investigation by the Miami FBI in conjunction with a move of the one of the hijackers. Another Israeli related mover, Moishes Moving Systems, was situated at the mouth of the Holland Tunnel across the Hudson River from the WTC and had an Israeli employee profile similar to UMS.
