Both the Celts and the Germans could make a reasonable claim to Rome. Not its founding mind you (as those specific ethnic groups were mutted up and dissipated) but their migrations into Rome and massive contributions in military prowess and metalworking is pretty high. Their oppidums/castle towns are also quite impressive as well.
