basically what this user is saying It doesn't affect the war effort that much, but now Ukraine has to divert resources to fix at the very least the most critical infrastructure, water being the main one. Then they also have to use more diesel to power their grid with portable generators which means less diesel for tanks and trucks etc. I doubt that makes much of a difference but at the very least it adds another layer of complexity to fighting the war.
