It is when you run out. We've got desalination and reverse osmosis plants already for groundwater, only a few seawater ones though. It's not hard, it's just that water is abundant elsewhere so you just sell it to the places that need it.

The fundemental issue is there are established farmers that want to farm water intensive crops in the middle of the desert that hire lobbyists to ensure their water rights are miantained and meantime small towns are trying to grow population on the same water resources so they get into legal spats and fights that don't end in either side giving up water rights. Western Cali's population centers can solve their water problems by just doing nuclear desalination. Another core issue are corn farmers who are using farmland to produce ethanol which is converting perfectly good topsoil to oil and gas for no good reason aside from it makes some Chinamen cream their jeans to think the US won't have farmland in 100 years.

Do note this won't be the first time the area has been come to be known as the dustbowl.
