Imagine there were 0 USD. The US government borrows the USD from the Federal Reserve (a private corporation) and promises to pay interest on what is borrowed. So now there are $1 billion USD printed and the US govt owes interest.
Since USD is only generated by borrowing, it is impossible for the govt to pay that interest WITHOUT borrowing to pay it.
The reason the Federal Reserve is private is because they were originally in charge of storing the gold and issuing the paper slips ("dollars") in exchange for the amount of gold deposited.
