Here the police can keep you for 9 hours + ignoring the hours between 0:00 and 09:00 + 6 hours pending investigation. So they can basically arrest you and let you go the following day without charges.

After that a (deputy) prosecutor can keep you for 3 days + another 3 days pending investigation of a crime.
So after around a week an investigative judge will look at the case. He will decide if you are a danger to the public, to the investigation or a fleeing hazard and decide to keep you or not for 14 days.
After that a court will decide to keep you or not for another 90 days, depending if you are a threat to the public, would intervene with the investigation or a fleeing hazard.

After a total of 110 days you have to get charged and go to court. So they will at least start a pro forma case, where the legal proceedings in court at least start on paper. But they usually just discuss in court how they will proceed with the criminal proces.

How does anything like this happen? Who's winning by passing these laws? Who writes them and who introduces them?
