The Soviets accepted not only foreign communists as political refugees (many of whom came back to lead their home countries during WW2) but also a lot of foreign proles moved there as economic refugees during the Great Depression.
Accepting poor foreigners is a problem for workers under socdems and regulated markets but not for full-on command economies. (And even in that case, the status of "illegal immigrant" may be worse - do you actually stop migration or just create a permanent scab class their bosses can have deported if they try to organize?
