Not exactly, there was a constant need for encyclicals, gag orders, depositions and outright enforcement throughout these years. Arianism almost snuffed the Nicenes out, Iconoclasts almost won against the Orthodox, and even when the christians unified, Antioch kept creating heresies which divided christ into two while Alexandria made ones that unified him into one. Constantinople kept asserting it's dominance over the east to the chagrin of everyone around it, and Rome would stress primacy but only as far as the emperor wanted it. It was a system that was corrupted by design
