prices are information that helps humans make sound decisions.
if energy prices are skyrocketing, then that is a signal to humans that they must modify their behavior immediately to conserve energy.

Humans should be packed together in houses like sardines to conserve heat. half of the dwellings in the uk could be winterized and abandoned over the winter to conserve energy.
There are huge houses in the uk with only a couple people in them. why should they be rewarded with their wasteful behavior?

My understanding is it is both. The consumer will have a cap on their energy bill, the government will subsidize the difference of what is owed to the energy company. It's probably the dumbest thing they could do.
