For all I know, and you should doubt most of what I'll say, the military in Ukraine has become the dominant faction in most of the country, the puppets in Kiev do control the circus, but most regions and units now selectively choose what orders they'll follow or not, counter-attacks and desperate defenses are requiring loyal troops to be sent from Kiev.
