Could do something like the eurozone where the federal government is extremely weak and each state is effectively its own nation but there's still technically a single country. One passport, one currency, one military, with freedom of movement between states. Biggest difference would be the federal government would basically lose the ability to create or enforce laws leaving that to the states. It would largely only exist to ensure national defense and resolve disputes between states. So you could have a Texas with literally no gun laws, all abortions banned, no taxes, and no environmental regulations and a California with abortion guaranteed as a right, all guns banned, high taxes, and heavy environmental regulations. If you don't like one or the other you just vote with your feet and leave.
