Wait no they clearly coordinated with the federal government and whatever was coming out of PHAC. The travel mandates court case gives clear evidence that there was no scientific basis for that policy in Canada, so it's plausible that whatever Cabinet Only nonsense behind that mandate would also be deeply involved provincially.
Related: Canada's telecoms all out of the goodness of their own hearts changed their minds about saving lots of money buying Huawei gear as soon as it became politically uncomfortable for the federal Liberals yet too challenging for an actual national security ban of Huawei at the time.
