From my limited understanding of african cultures, it should be both.
Whatever passes for law enforcement will certainly use what would be considered excessive violence in the rest of the world,
But families and social groups will extensively use shaming to force people to share resources and crab-bucket the shit out of each other.
I mean, obviously nowhere is as clear-cut as these three definitions (everywhere has police or gangs that will violently enforce), but I'd say guilt or internally-enforced morality is entirely absent in subsaharan africa.

Guilt comes from within, shame is external. In a shame culture, hiding your actions lets you get away with shit far more than in a guilt culture. Hence why almost all of the shame cultures are corrupt shitholes.
