I also work for a gas company im not familiar with this stupid euro meter but both of those yellow brackets are anti tamper.
Its not that you cant get them off but it will be obvious next time they read/check it.
Also it looks like that meter may have an electronic read device. they will come check the meter after it stops showing usage

From my gasman days;
You do not need to do anything like you mentioned.
Waiting a few hours won't do anything, the gas will simply sit there in the pipes, at pressure.
You don't even have to, but you can remove said pressure, and much of the gas by lighting your hob and pulling the gas out.
Turn off, burn off.
Ideally we should be doing drop tests so just turning it off for hours is also pretty foolish.
And yes, gas works and reacts differently at different mixtures and pressures, it is not directly explosive out of the pipe.

It does works on old meters, but you need very strong magnet. My father did this shit with water.
