He was originally put in by a committee of oligarchs as a fake populist who'd protect their ill-gotten gains (many such cases), but then flipped on them and seized power by imprisoning/killing them and replacing them with his siloviki (KGB, basically).
In a sense, he internally couped Russia 20 years ago and that coup had been planned for years beforehand. But given the amount of body doubles he has, if you take a deep puff, you can believe that there's no Putin in charge of the country and that the guy we see on TV is just some frontman for the real KGB regime that rules the country.
