Religiosity and lack of industry. Not much ever happened in Ireland, but people were quite religious, which meant that most people went to church every sunday and sang songs. When they weren't doing that, they were getting drunk or eating potatoes. When they got bored of potatoes, they picked up stringed instruments and wrote songs.

Almost all modern American music outside of classical/movie music is descended from Celtic influences. Bluegrass, Country, and Rock and Roll all come from the Irish. Sure, black musicians played the blues and whatnot, but the guitar was popular because of Scotch-Irish immigrants who brought it with them. Much easier to sit outside your house playing guitar while people dance than to play piano.

Dancing is also a big part of it, just look at the "Irish Jig". The Irish played music for people to dance to, in contrast with the highly composed Germanic classical music, which was good, but often not able to be danced to outside of a heavily formal ballroom setting or ballet. Regular people could dance to old-timey string music
