Private citizens don't get to just decide they don't like an entire law enforcement agency and lie to them and refuse to cooperate with lawful orders.

He obstructed their investigation into what documents were missing by lying about giving it all back. His lawyers attested on his behalf that it was all returned or properly secured. The FBI had reason to believe it wasn't...they went and got a warrant, and lo and behold they found out that was a lie.
