Yes, but formal excuses are always useful. No. It can't and has little interest to do so. It can't because while liquidity injections can keep the government working, it won't save the private economy, which will lead to serious political and logistical issues unless private businesses and/or citizens are given direct transfers. Given that they are already resorting to money creation and had to restructure external debts, it's unlikely that currently provided amounts are enough to even sustain the government. There's a reason they are given the minimal amount of weapons and funding to continue fighting.
