Actually that's not weird considering how UKR military works. Granted, it's much more civilised than russia, but corruption still exists, and westernisation takes time. Because most western equipment comes through PL-UKR border, TD in western Ukraine, especially Lviv regiments, are known for hoarding western equipment to themselves, while being stationed in the northwest because there is still probability of belarusian invasion, and not seeing any fighting. Conflicts between regiment commanders got very heated recently, because gear like NVGs is much more needed in the east right now. Recently, UKR generals decided that troops will rotate, so tired frontline units can have some time for themselves, and better equiped, although less experienced reserve units can have a go at shooting russians. Smart move if you ask me, expect to see much more western gear in the following weeks
