I'm waiting to see if glowies over-react initially, because if they go along with it they lose billions in funding. The ATF could be broken up into a few sub-departments, and basically go defunct.

It's irrelevant, what can the agency do without the NFA? Enforce local laws, that's not the purview of a fed agency. They become redundant.

There are a few states that say NFA doesn't apply to them if the potentially offending products were built in the state and never taken out of state or something like that. Texas, Montana, and Alaska I believe at least.

Look up the NFA supreme court case. Our government basically killed the defendant and then declared itself the winner in court.
