There are many problems, most of which have to do with the system being inherently undemocratic. Its failures and weaknesses are tied to it being closer to authoritarianism, not farther away.

Constitutional monarch presiding over foreign policy and an elected parlament where individuals from each region are elected by a vote, (no parties, youd form coalitions based agreed policies and each elected represents their local region not an ideology)
The monarchs duty is layed out in the constitution, military is sworn to protect the nation, and the monarch provided the monarch doesnt stray from his constitutional limits
