In the 10 years after 9/11, the Patriot Act allowed a process called "parallel construction" to let the DoJ first turn all local law enforcement into intelligence agency auxillaries, which created legal precedent and institutional norms that allowed them to expand and turn corporations and individual citizens into a sort of neo-stasi. Most Americans have no idea this process took place.
