In this case it means it cannot craft a convincing narrative. That's not say it would be impossible but the fact remains people can clearly see there is little to no benefit if not out right harm in taking their drug. They can't just convince everyone to do something when the proof is right in front of their eyes.
Perhaps IF mRNA tech wasn't already known to be difficult if not impossible to do safely.
IF all the normal protocols had been followed.
IF pharma could be sued.
IF the people promoting it were not disingenuous or outright liars.
Then perhaps they could craft a narrative that produced desired outcomes.
