it's the way the government contractors at NASA work.

their work is all heavily silo'd and there's insurmountable infighting

none of the contractors are willing to do any work unless they maximize the amount of pay they can get from each and every step. the smallest design change causes months of delays to get change orders added to up the amount of the contract value.

all the while there's mountains of superfluous crap added to each and every piece of work just because it makes the contractors more money to add it, not that it's needed at all.

it is adding capitalism to government bureaucracy that has ruined NASA.

It's not an America problem, it's a diversity problem. It's the same story with ISRO here, whatever potential it had died when caste quotas were enforced at all levels of the organisation. Instead of finding huwhites like Bhabha or Sarabhai it finds the biggest ooga boogas from tribal communities and puts them in charge of launching rockets and deploying satellites.
