So, the speech was done in independence hall at night with those Marines standing in the background silently but alert at front parade rest showing you their white gloves while being dark in contrast to the sanguine color lights and being wedged between three flags, the right of POUTS Joseph Biden's right, the American flag, in between another American flag vertically presented, and the flag of the POTUS. The theme of the speech was democracy and the danger it faces.
I believe the sanguine color is used to show that democracy is paid for and defended with blood. I know there was blue lighting as well(around the building), but I think the color was intentionally used to purposefully contrast the outlines of the US Marines and the white gloves. The Marines being silently in the background, but in straight and alert posture show that they are always ready. Their white gloves mean they are the light that protects democracy, they are the contrast of good vs evil, light vs darkness. The cross that above and in-between meant to righteous divinity in the protection and mandate of POTUS J. Biden's dictum.
