It is done in conjunction with the insurance ban. That is: no Russian tanker will be insured in London(the monopolist of oil tanker insurance) if the oil they are carrying is not "capped".
Which means 2 things: oil is going to skyrocket in price since officially the Russian oil will be considered not part of the system.
It will absolutely destroy the Londons monopoly on said insurance and will push it to move to China or somewhere else BRICS related.
Which also means that after the nickel blunder in London all of the commodity and oil services and markets will move to BRICS nations.
It's as if the West is simply giving away all Its power to China and their allies, without them even asking.
