I recall even before the pandemic I encountered endless waves of fake job listings. The jobs didn't exist, the companies merely advertised them for some sort of financial incentive with the government or so they could claim they needed more foreign workers.

I work in tech and I'll let you in on a little secret... tech companies post job openings with no intent to fill the position. They will make the qualification and experience requirements ridiculously high so that no one will be able to meet them. This is all done so they can make the claim that there aren't enough qualified workers to fill the role, so they can justify importing more H1B workers who are willing to work for half the salary, and will do pretty much anything because you can threaten them with deportation (not directly, that's illegal, but they will get blacklisted by the entire industry which is a deportation sentence).

There may be a lot of job openings but each job will get over 200 applicants and only one person will get the position. Oh and you will also have to go through 2 to 3 fucking interviews before the company will even decide to hire you.
I've been through 3 video conference interviews so far just for one position and have heard nothing from them after a week. HR departments or what some now call "talent acquisition" (whatever that means) fucking suck when it comes to communication so I'll never find out if I got the job or not.

I applied for about 400 positions after graduating uni back in 2016. I only heard back from 3 minimum wage positions. Back in 2019, after I had about 3 years of experience/embellishing the resume, I sent out around 50 and heard back from 2.
The labour shortage is a lie by employers. It's a form of gaslighting. It was a lie 5 years ago and it's a bigger lie now.
There hasn't been a labour shortage in 30 years ever since they off shored all the manufacturing jobs. The offshoring of these jobs increased competition for the remaining industries that haven't been off shored -- public sector, financial services, education, real estate, etc.
