The wealthiest parts of the US are in blue states. The top 1% pays something like 80% of tax revenue. Long story short there are towns full of people in the northeast who more in taxes than an entire town and sometimes an entire county in state like Oklahoma.

Per capita means per person, so to find per capita amounts you divide by the population in each state. If a state is more give than get, you'll be dividing both the give and get sides by the exact same value (the population of that state) and still have a state that is more give per capita than get per capita. Same story for any state that is more get than give.
If you make all the values per capita, not a single state changes from one table to the other. They all stay in the table they're currently in.
