Yes, but this doesn't do shit until you take women's rights to divorce at will and work government-guaranteed #metoo administrative jobs in offices away. The problem is that laws and culture are so geared towards women's "freedom" and "independence" at the expense of men that it's more or less impossible to have a traditional patriarchal marriage in the modern world. There's no reason for women to give men what men need when women are getting everything they need from the State anyway.
Ultimately arranged marriage is better than Disney-style romantic love, which is not a solid basis for a marriage. But its disappearance is not the main reason for all the modern dysfunction; at best it's a symptom.

Depends on what you are selecting for. Natural selection favors dangerous, dominant, aggressive males. You could artificially select for traits like intelligence. The extremely intelligent guys usually have trouble getting women.
