Eeeee, Chinese Sunway... Russians got their silicons too. What you're referring are very specific multi-purpose cpus/gpus, and the main constrain to create similar project are patterns, which are required to run a software.

Also isn't "design" per-se, its just design architecture - Advanced Risk, which was commonly adopted, but silicon in some Chinese phones were designed by Chinese like HiSilicon with their Kirin. MediaTek is Taiwanese.
