There is no such thing as voluntary association in a world with scarce resources, most important associations are based on acquiring the needed resources to survive. In some areas yes, a strong possibility. People will pay for protection from marauders, cartels, and failing governments. Any type of transition or implosion of old systems will be tumultuous. It largely depends on the quality of the people in any given area. High trust areas will form their own governance, and there might even be ready made and proven solutions presented to them. They self organize again. Other areas with lower quality people will starve and kill each other, or we will have cartels formed.
