To begin a couple of people, maybe only me with a couple of russians, there's an airfield up north on Urup that could be refurbished, I would directly have to be in contact with the Oblast and probably due to its nature Federal government. Get the funding worked out, acquire temporary accommodation for us and more, while work is done on said airfield. Set out plans for the capital and other infrastructure as well as suitable surveying for suitable primary exports which for the time being would probably be leased to a Russian company with a share of the profit coming to us. Of course then survey for potentially viable farmland and once people start coming give off land to those with qualifications as well beginning construction on the main hub. As export grows through southern docks a proper government building would hopefully be erected and we at the very least would become an autonomous region within Russia, at the most, independent. That entirely depends on whether Russia holds together.
