I don't think anyone really cares about Russian-speakers in Ukraine. For one, people in the West immediately see through it - no one, even the most credulous, is fooled by this nonsense. But it doesn't work in agitating the Global South, either, because it's blatant settler colonialism and rubs the wrong way.
It's a stupid propaganda angle to work and yet the Kremlin continually pushes it. Maybe it's for their domestic audience. But Russians are so stupid I can't imagine they even need a reason to die for their glorious petrol station.
