In order to maintain greater control so they can screw up the economies of the world harder than they have thus far, they might want to be able to do that. Expiring paper or plastic money is an expensive and cumbersome process though it could be done. Expiring entries in a database they control is trivial.

Sorry companies arent allowed to discriminate based on form of payment. Cash is a federally approved form of payment and to not accept cash as a form of payment in the united states is a form of discrimination with a fine of up to 250,000.
