Short answer? The CAF went woke and literally went broke, on top of the libs constantly cutting more and more funding. Constantly lowering the entry requirements means women were getting into positions where they could do what women do: completely fucking wreck everything. There is also the fact that there aren't really military officers in Canada. There are lieutenants, and after that there politicians that wear camo. Canada had 250 generals when I got out, "commanding" an army only 67,000 strong TOTAL. In WW2, Canada had three generals commanding something 2.5 million troops. Like everything else, it has been destroyed by bureaucracy and leftist gutting to line their own pockets. Each of those general-politicians is probably taking home at least half a million per year, and all they do is sit in ottawa and change the rules further so they can't be retired.
