Operation warp speed prevented mandates because this was when only one company had a monopoly on the vaccine (Israeli based) and when warp speed happened, it allowed competitors, Israel doesn't care about lobbying for mandates when it could potentially be argued to use different company's (competitors) vaccines as well as legal battles if they tried to just push their own economic warfaresque vaccine.
