It wouldn't do anything. The system has to crack under its own inefficiencies and defects. You cannot kill the system by cutting off the head because a new head will just grow in place.
An individual cannot do much other than watch and wait for the right moment to rise. It's why it's actually important to avoid discussion like this and instead become embedded within the systems and institutions. If you're in a good position, you'll be one of the most ready and able to make moves when the cracks become too much for even the system to handle (and trust me they're getting there).

There's no enthusiasm. The glowniggers are just as painfully bureaucratic, slow and inefficient and are crumbling at the same rate. Most of the modern institutions of America were put in place by WW2 vets. Men with highly systematic minds who had to be on both the logistical and combat side of war.
