The reason why is that the manufacturers didn’t study the new bivalent in unvaccinated and naive individuals, because it’s too difficult to enroll unvaccinated two years into a pandemic. Because they don't have the study, the regulators can’t safely recommend the new vaccine to unvaccinated because there is no clinical data indicating safety and immunogenicity response in this population. Can’t recommend medical products on untested subjects with no data.
