Actually it's way funnier than that. At the beginning of the 90's a lot of young people out of hate for communist decided to LARP as nazis, it happend every where, Poland, Russia, Ukraine, Romania, Bulgaria and so on. Those people slowly grew up and realized it's a meme. Except from Russia where they were purged by the FSB. And Ukraine where they were let free. Anyway, the western services realized they could use the hatred for the communism of those "nazis" against the russian establishment. That's why Tesak was killed in prison btw. Imagine all the russian nationalists went to protest togheter with Navalny by the call of Tesak. Anyway. US become intresteed in Ukraine in the early 2000's and they had good intrest in letting the ukraine nationalist/nazis spread around their ideology and create a strong ukranian national identity. The revolution had a very nationalistic tendencies promoting the ukranian independence and so on so of course it attracted the nazis who blindly loved and supported Ukraine. In the end, when the pro russian president ran away and Russia invaded, the ukraine nazis went to war. When you are a militia you can’t just start a GoFundMe page and get millions of dollars, weapons, and training. Someone has to provide it for you.
