Germany and France tried to push reform on EU voting so that the veto system could be abolished and all ex-commie countries with Scandinavian countries rejected the change. ex-commie + Scandinavian countries also are more open about creating military and see Russia as a real threat meanwhile the old western EU don't seem to be interested in Ukro-Russia war at all. And the only reason they "help" is because of americans forcing them to. The most possible scenario right now is the old EU (benelux, France, Germany, Italy) from a EU fedration and act as one country while other EU countries will be working on old EU rules. Hungary is playing the ultimate middle man.
