You're right, but I think the problem in the UAE is consumerism. Men want to buy a Porsche or a G-Wagen rather than raise and spend their money on children. Also, women want to enjoy their summer vacations in London without the burden of carrying a kid. But, marrying and having a relationship with someone is difficult here in contrast with European countries, where an unmarried couple can have children without anyone batting an eye.
