When the dodge demon came out dealers were buying them in their personal names and then selling them 'used' to people for 3x MSRP.

A lot of people were extremely pissed at Dodge when the Hellcat came out because dealers were selling them for 2x MSRP or higher. A lot of people had dealerships sell their car out from under them when another buyer offered more.
When the Demon came out in 2018 Dodge made 3300 of them and would only sell them to dealers who agreed to sell the car to customers for no more than MSRP + 10%. MSRP on these cars was $90k. So these dealers agreed they wouldn't sell them for much more than MSRP and instead they ended up buying them in their personal name, or in a family members' name and then selling them used with 10 miles on the car. Some of the earliest Demon's sold on the resale market went for $250k plus fees.

I believe they're having similar problems with people reselling the Ram Mammoth - a 1000 hp pickup that starts at $300,000

It's called arbitrage. The car probably came but the dealer sold it to someone else for $45k a few months ago when car prices were insane. They've probably ordered a second one and now she has to wait for that one to be manufactured.
