A variety of reasons. I live in a nigger free zone, so that variable is out. Malls often housed arcades before home consoles got good, so this was a big attraction for people to go there. They housed music stores before everything became digital. They were a place to hang before everyone was connected via internet/social media. And then ecommerce came along and hit them with the final nail in the coffin.

In toronto, go to Ikea versus Eaton center to see the difference. One need a car, the other you can go by train.
