Some years there are drought. Because weather cycles. So humans have always built dams to provide water during such times and properly managed water distribution. tl;dr it stays in the sky or it comes down from the sky as rain either before it gets to the drought area or the clouds carry it past the drought area.
Generally speaking there needs to be certain conditions in an area for water to condense into rain and then fall from the sky. When those conditions are absent in a particular area, the water simply floats off elsewhere and rains there.
