Nazi Germany and the Soviets weren't allies at any point, even their invasion of Poland was two separate operations with some collaborative talks preceding it.
Its the same reason why the Finns are not an actual Axis power and Finland had substantially more cooperation with the Axis from supplies to intel-sharing and troops on the ground.
Since "just England", a country still controlling over 20% of all land on earth and with clear support by the US through crucial supplies and maybe possibly another late-war entry if diplomacy works out right, was not willing to go to the peace table Hitler needed to find a way to make the country Fuel Secure, Oil of North Africa and the Middle East was largely unknown yet so the only real option was the Soviet Union which was likely to attack eventually anyway, there are many statements by soviet higher-ups confirming this being a desire, how close to forming into reality that desire was is up for debate, personally i'd guess if Britain came to an agreement with Hitler and Nazi Germany didn't make the first move, which is uncharacteristic for a country that runs military campaigns on stockpiles of resources because it rarely can harvest them in their own lands, it wouldn't have happened before 1955.

he had romania, and europe is sitting on near infinite ammounts of coal, they managed to get as much as 1 third of their fuel from coal liquefaction, it wouldn't have been hard to do that one more time since the coal liquefaction industry was still extremely small at it's peak

You infer closeness when this was but necessity, its not even like german tank technology was particularly advanced at the time. The Soviets were an exile nation that to most of the world seemed utterly inept after failing spectacularly against both Poland and Finland, they were not taken serious and when Operation Barbarossa started most of the world would, and did, agree that this whole house of cards would collapse.
The Soviets were a way to keep build-up under wraps, by the invasion of poland the defenders were still of the conviction the Wehrmacht would barely be outnumbering them and that they could hold out until France and England strike from the West and finish the job.
For the Soviets it was a way to destabilize the Capitalists and Fascists at the same time, its a very common tactic to feed a third party to weaken your primary opponent if you believe that third party would sabotage or attack them more than you.
Further about Italy there was very little trust before Hitler even came close to coming to power, they just betrayed us in the last war and were generally known for their organizational and bureaucratic incompetence, you can simply ask an Italian, if you know one, and watch him go into astounding detail about how bad this really gets.
Both sides had a lot to gain in the short term from cooperation despite opposing long term goals and ideologies.
