Micromanufacturing was one of the solutions, it was used in Japan and reduces the time and investment to get a business going. The goal is building smaller production lines that employ people, are profitable and buiild varied products locally.
The products can be very complex given how far the technology for this progressed, they could also be licensed, work as a third party for a bigger company, focus on customization...
And cooperatives.
