That shit had been discussed years before and the official explanation is that whole edifice is balanced in such a way that fucking with shield would destabilize weight balance, damaging or crashing the whole thing. Without technical details it sounds like bullshit, but commie symbolic elsewhere is getting scrubbed off and this one isn't, so it might be true.
