The federal involvement with student loans has to change or be removed. I think something like only payout to the schools once the product has been proven and has been employed in that study industry for some time is a good first concept. Otherwise the school educates that student for no compensation. But this might have too much incentive for the school to get that person employed and may cause some distortions.
